&lt;p&gt;&lt;strong&gt;Miniature climate migration camp highlights what is at stake in Copenhagen&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Hundreds of miniature tents sprang up at the Millennium Bridge in London&amp;nbsp;on&amp;nbsp;the morning&amp;nbsp;of Wednesday 28th October&amp;nbsp;- along with similar camps in Brussels, Berlin, Dublin and Madrid - to show the&amp;nbsp;EU what is at stake should they fail to agree a position on climate financing.&lt;/p&gt;
&lt;p&gt;The model refugee tents are the work of German campaigner Herman Josef Hack, who kindly loaned them to Oxfam for this spectacular stunt last week. Curious passers-by stooped to ask what was going on, giving us a great platform to tell them about climate change, the UN talks in Copenhagen, and The Wave on 5th December.&lt;/p&gt;
&lt;p&gt;Robert Bailey, Oxfam's senior policy advisor on climate change, today (Monday) warns: &lt;em&gt;&quot;Unless promises of climate finance are new and additional to existing aid commitments, they are simply old aid promises repackaged as something else, worth zero to poor countries.&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;&quot;Raiding exisiting aid budgets to pay for climate change will be a disaster for health and education in poor countries. Why would developing countries sign a deal that gives with one hand and takes with the other?&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;
&lt;p&gt;&quot;Finally coming forward with numbers is a positive step, and Gordon Brown's work here must be acknowledged. But sadly the proposed figure falls well short of the &amp;euro;110 billion needed to help poor countries adapt to climate change and curb their carbon emissions.&quot;&lt;/p&gt;
&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;Oxfam estimates that unless funding for climate change is in addition to existing aid budgets, there could be over four million more child deaths, at least 75 million fewer children attending school and over eight million fewer people with access to HIV/AIDS treatment than otherwise would have been the case.&lt;/p&gt;

&lt;p&gt;&lt;i&gt;&lt;/i&gt;&lt;/p&gt;
&lt;/p&gt;
&lt;p&gt;The European Union have&amp;nbsp;so far only proposed global public financing worth &amp;euro;22-&amp;euro;50 billion per year for developing countries to tackle climate change. But there is still time. This week's US-EU Summit is the perfect opportunity to begin.&lt;/p&gt;
