Shortly after residents began to witness the emergence of a two tier class system on The Exmouth Estate.? Residents who blindly approved of development decisions by Swan benefited from well maintained living conditions.?
However things were much tougher for those residents who questioned Swan's decisions, as decay due to lack of maintenance set in.
RAGE - the Residents Action Group Exmouth - formed in protest of this two tier class structure on the East London Estate.

RAGE staff receive frequent notifications from residents of both shoddy and unsafe conditions on The Estate.? Many of the problems documented have persisted for almost two years, in spite of residents complaints.?
While the quality of maintenance has been declining since 2006, recently rents and service charges begun to increase for both tenants and residents.
Tensions are running high on The Estate as RAGE continues to publicise evidence documenting this class structure.
In recent weeks, flyers parodying Swan "collaborators" have been distributed on The Estate, resulting in what can only be called "witch hunts" to find and punish those responsible for these transgressions.
